Mquest,
It all depends on where you are talking about and whether you have bought into propaganda or not.

The Flip Side of your question:
When do they stop calling them settlers and start calling them illegal trespassers, criminals or . . . . ?
Jack's Shack says
JA,
I am not sure that I agree with you. The argument you make could be expanded to include all of Israel or land within any number of countries.
Jewish Atheist says
They were known as “settlers” because they knowingly moved onto disputed land in the hopes of making it impossible for Israel to retreat from it. They knew what they were getting into, and they failed. It’s funny how everybody talks like the settlers are innocent victims.
Jack's Shack says
SJ,
You are correct.
A Simple Jew says
Excellent question!
Are you still a “settler” since you are living on Native American land there in LA?
The bottom line is that the Arabs even consider those Jews living in Tel Aviv and Haifa to be settlers.

Well, in the wake of 1948 the United Nations that Arabs who had immigrated into and resided in Mandatory Territory for 2 years, and who then fled so that the Arab armies could march in and drive the Jews into the sea, qualified for status as a refugee. Got that? Lots of the folks still on the UN dole as “Palestinian refugees” had lived in what is not Israel for a mere two years.
